Budget Notice

Presiding Judges, Court Executive Officers, and Fiscal Contacts:

Attached please find a revised allocation table from the table provided on Friday, July 24, 2020 following the Judicial Council’s approval of 2020-21 trial court allocations.

The revisions include:

  • An update to the “20-21 Alloc Display (Complex)” tab’s Court-Appointed Dependency Counsel column to reflect the 2020-21 council-approved allocations by court. There was no change to the total allocation amount; and
  • A technical update to the “Allocations by GL” tab that moved the $50 million ICNA and $3.7 million self-help reductions from column c35 to the general ledger 812110 section for clarification purposes.

Presiding Judges, Court Executive Officers, and Fiscal Contacts:

At its business meeting on July 24, 2020, the Judicial Council approved 2020-21 Trial Court Trust Fund, Immediate and Critical Needs Account, and General Fund allocations to the trial courts. The attached workbook provides simple and complex displays of each court’s allocations, and allocations by General Ledger account to assist courts in budgeting allocations for the Schedule 1.

Please note that due to the ongoing COVID-19 pandemic and recession, modifications to the allocations may be necessary based on available state revenues and additional budget decisions.

The Trial Court Budget Advisory Committee’s reports to the council provides helpful discussion and detail behind the allocations, and can be viewed by following the links below on the California Courts website

The final reduction for fund balances above the 3% cap will occur following Judicial Council approval at its business meeting in January 2021 based on courts’ final 2019-20 year-end fund balance figures.

As a reminder, California Rule of Court 10.620(f) requires trial courts to provide notice no later than 15 court days after “[r]eceipt of the annual allocation of the trial court budget from the Judicial Council after enactment of the Budget Act.” Since this email serves as notification of courts’ annual allocation for 2020-21, courts must provide notice no later than Friday, August 14, 2020.

Examples of what can be done to provide notice and comply with the rule include (but are not limited to):

(a) Posting this email and the 2020-21 Allocation Display of the attached workbook; or

(b) Posting the links to the July 24, 2020 Judicial Council reports.
